BMW CEO: electric vehicles offer "emission-free driving pleasure"

While this is a time of retrenchment in electric vehicles (EVs) and alternative powertrains for automakers,BMW appears to be heading in the other direction, Automotive News enterprise editor Dave Guilfordwrites. Entrepreneurs are "flaming out" (figuratively and sometimes literally) and some major automakers are pushing EVs farther back on the product pipeline as excitement wanes among car shoppers.

Okay, I'm going to link to this story because it made me go "Hmmm...", not because I believe it's solid info. Seems rather rumor-ish to me!

GM To Build 500,000 Electric-Tech Cars A Year By 2017. Spark EV Will Not Be A Compliance Car

The article claims GM is promoting the tiny Spark EV, GM's first pure BEV, from a limited production "compliance car" into a full production model. But note that projection for 500,000 cars a year by 2017 is intended to include mild hybrids, so it means less than it appears.

So when a plug-in hybrid's battery is charged, and it's driving in EV mode is it not in fact being powered by electricity? Your Princeton quote doesn't say "Solely by electricity". So at the very least Plug-in hybrid ICEV does meet the requirement. I do agree that a normal hybrid like a non-plugin Prius isn't an electric car... mild Hybrids are even farther off the mark.

Onto EV News... Seems rumors abound that the next Toyota Supra may be an EV built under contract from Tesla and possibly based on the Model S. But just rumors for now. Supra successor may be all-electric sourced from Tesla; MR2 returni...

There was no 'or'  or 'can'--but instead a very explicit 'is'--and it has only one sense--powered by electricity. This rules out everything which can be fueled with anything other than electricity.

Hmm- I think we have had this discussion before- it is you who needs to broaden your definition.  Let's face it- the lines will be blurred for awhile, especially with plug-in hybrids, and especially with Extended range EVs like the Volt, which is run on electricity 99.9% of the time.  I don't disagree that the end game needs to be pure EVs, powered by either batteries or fuel cells (not that I think fuel cells have a snow ball's chance, but they are most assuredly pure EVs)- but to discount all others is extremely narrow, and most purveyors, prognosicators and proponents of EVs don't use the narrow definition that you seem to want to cling to so badly.

Perhaps it is the fact that English is NOT your first language- you probably can't help being tied to some extent to a dictionary- but dictionary definitions, especially on new technologies, are a fluid condition- they evolve over time along with our language as a whole.  Some may even romanticize it by calling language a living organism- and in this case, may even be right.
